Director Borre said Clear Lake Oaks owns and has maintained the pipeline for 25 years and that the agreement would make inspection and maintenance collaborative, with costs shared for items over $10,000. Diana Mann of Clear Lake Oaks told the board the costs have been minimal historically but acknowledged the possibility of a catastrophic failure and the need to educate Lacostein's staff on the line. The board reached consensus to continue the item and asked staff to return with both the specific agreement's numbers and the broader "Geysers" agreement financials; supervisors requested those estimates within 30 days so the board can evaluate ratepayer impacts before final approval.
