Council grants variance allowing cedar fence for 36-acre Villages development

The council voted to approve a variance request for a 36-acre development at 500 East Russell Road so the developer may retain an existing cedar fence for a 600-foot section that abuts single-family lots instead of constructing the masonry wall the Unified Development Code ordinarily requires. Jaime Acevedo, planning and zoning director, said staff recommended the variance in part because sewer improvements are planned in that corridor and removing a new masonry wall for utility work would be counterproductive.
Acevedo also told the council that staff is proposing UDC revisions that would generally allow cedar fences between multifamily and single-family properties going forward. Council members discussed escrowed funds for replacement fencing, the proximity of proposed fourplex lots to single-family lots and the development scale; Acevedo said the project includes about 220 lots of fourplexes (roughly 880 units) with most of the property planned as multifamily and about 7 acres for commercial entrances. The motion to approve passed on a voice/hand vote with no recorded opposition.
