Committee advances bill to create audit process for residential habilitation rates

Chair VanOrden opened discussion of RS 33393, which she said was aimed at increasing transparency around residential habilitation payments as the Legislature considers provider rate increases. “This would create a review process for increases and ensure provider rate increases were producing the desired outcomes,” she said, adding the measure would “create accountability by ensuring individuals who were utilizing the program were being cared for efficiently.”
Senator Wintrow asked whether the measure changed reimbursement amounts; she was told it did not. Wintrow clarified that the legislation “simply created an audit process and did not increase or decrease reimbursement rates.” Following brief discussion, Senator Wintrow moved to send RS 33393 to print; Senator Blaylock seconded and the motion carried by voice vote. The committee took no final funding action; the measure proceeds to further consideration as a printed bill.
