Council approves WPPI long‑term contract extension to enable financing and new generation projects

Mike Peters, president and CEO of WPPI, described why the joint action agency is asking members to extend their long‑term power‑supply contract: extended contract terms enable WPPI to access long‑term, tax‑exempt financing for transmission and generation investments, take part in prepaid transactions that could reduce costs, and plan for a modest projected supply gap beginning around 2033. Peters told the council Oconomowoc accounts for about 60 megawatts of load in WPPI's portfolio and said that ATC capital projections have risen substantially in recent years, increasing the agency’s capital‑call planning needs.
During Q&A Peters said WPPI would work to cabin the financial risk of large data‑center loads with member‑specific tariffs and said WPPI's current portfolio includes about 20% from the Point Beach nuclear plant (contracts extended into the 2050s). He said the board needs at least 34 members to opt into the extension package for it to take full effect; the council moved and approved resolution 26 R 3383 to extend the contract by roll call (approval recorded in the meeting transcript). "We need at least 34 members to extend, for the overall extension to be effective," Peters said. The vote as recorded by the clerk passed with council approval.
