Council reviews 2027 capital plan materials; staff urges review before budget workshop

Finance staff presented a high‑level walkthrough of the city’s 2027–2031 capital improvement plan, explaining that the materials are organized into two downloadable workbooks (utilities and city projects) with a consolidated summary and hyperlinked project tabs. Steve, the staff presenter, told the council that they should download the files to their devices and prepare questions ahead of the July 28 workshop when department representatives will present each request in detail.

Steve emphasized that 2027 is the approval year while 2028–2031 are forward‑looking planning years and noted the city would ask council to authorize placing orders in 2027 for fleet vehicles with long lead times so production slots can be secured even if payment and delivery occur in 2028. He said the finance web page contains the '27–'31 plan and that staff will track who accesses the materials and will send updates when worksheets change. "We've got some summaries together that we'll work on next week," he said, urging aldermen to submit questions early so staff can prepare responses before the workshop.
