Board approves PlaceWorks CEQA agreement for Brea Junior High modernization

The board approved an agreement with PlaceWorks to perform environmental analysis — an initial study and mitigated negative declaration — for the Brea Junior High School modernization project. Assistant Superintendent Rick Champion told trustees the study will cover traffic, lighting and other potential environmental impacts and that, if the analysis requires a full environmental impact report (EIR), staff would return to the board for additional cost and approvals.
Champion said the PlaceWorks scope is the standard CEQA arrangement for projects of this scale and that the district will proceed with an initial study while keeping an eye on budget. "If those tests prove to show that we have to do a full what's called environmental impact report or EIR, it's kind of referred in the past, then we'll bring back forth for additional cost," he said. The board approved the agreement by unanimous vote.
The board also approved amendments to architectural agreements (PGHM/PJHM) for additional engineering, geotechnical and fire-sprinkler consulting needed for DSA submittals for the junior-high and aquatics projects; staff noted those costs are funded from Measure H.
