Jim described the work as a temporary fix because the roadway will not be fully resurfaced until a planned MDOT‑backed mill‑and‑resurface in 2028.
"It's requested that city commission approve a chip and fog ceiling project on Eastern Avenue between 44th Street and 52nd Street at a total cost not to exceed $284,000 including 10% contingency with funds from the fiscal year 26-27 major and local street funds," Jim said. Commissioners discussed the scope and timing; staff said MDOT grants in summer 2028 are expected to provide larger resurfacing funds (Jim described two grants totaling about $1.8 million covering half‑mile sections). The commission approved the project by voice vote.
The project is explicitly presented as a temporary measure until MDOT-assisted reconstruction; staff said the city will add the work to an existing county contract for street maintenance.
