DRB denies Federated Church LED sign, board cites zoning noncompliance and lighting impacts

Kevin Brown, chair of the Town of Bristol Development Review Board, moved and the board unanimously denied Permit #26-502, the Federated Church of North Street’s application for a new LED sign, after a deliberative session.
The board said the proposal did not comply with Sections 740(2), 742(2), and 747(2) of the Bristol Unified Development Regulations. Michael Brown, presenting for the church, supplied additional materials including an email from Colin Lane about LED brightness and said the proposed sign contains a sensor that "automatically adjusts the brightness of the lighting based on the ambient daytime or nighttime light levels." Board members expressed concern that the sign would exceed dimensional standards, increase light emissions beyond what currently exists in the area, and could cause light to spill onto neighboring properties.
During deliberation the board concluded the existing sign is not a landmark sign and that the proposed lighting "would be out of character with the neighborhood." Kevin Brown moved to deny the application; Rebecca Cole seconded. The motion passed unanimously (5-0).
The denial closes the current permit request. The board recorded the deliberative session took place between 8:19 p.m. and 8:32 p.m.; no alternative permit conditions were adopted.
