City staff on Thursday laid out a draft fiscal 2027 budget that they said would preserve current service levels without proposing a property‑tax increase.
Heidi (staff) told the council the draft breaks into personnel, operating variances, special requests and a capital plan. “This is not a perfect budget, but we've got a fairly good budget ahead of us,” she said, noting the proposal assumes modest growth (1% property‑tax, 3% sales tax) and includes transfers to projects such as Hatch Park. The staff presentation shows an expected $42 million in combined revenues and expenditures across funds and projects planned through the coming year.
Ken (staff) emphasized the city’s diverse tax base — staff estimate roughly 44% residential, 33% industrial and 4% commercial land use — and said that diversity helps maintain reserves. Heidi said the administration will present a tentative budget at the first May meeting, hold a public hearing in June and adopt the final budget by mid‑June.
