Health & Human Services building project: space-needs analysis underway, alternatives being explored

Julie Driscoll briefed the committee on a condensed report from the building committee about the Health & Human Services building project. She said the county is working with an architect on a space‑needs analysis to identify required office counts, adjacencies and square footage so the county can estimate project costs and decide between a new build or alternatives.
Driscoll said the county is simultaneously pursuing other options — remodeling existing county buildings, public‑private partnerships, and nonprofit partnerships — and has issued a request for information for potential private partners that is due at month‑end. The process, she said, is intended to ensure the committee sees all feasible development options before major commitments are made.
A committee member who toured the current facility reported staff concerns and water‑damaged offices that make parts of the existing building unusable. "There's offices that couldn't be used because of water issues," the member said, and praised staff adaptability while supporting the need for a new building.
Driscoll invited the committee to watch the building committee meeting for a fuller briefing and indicated staff will return with additional detail as the space-needs analysis and partner outreach progress.
