Board approves reduced stair-replacement contract after low bid exceeds estimate

Parks and Planning Superintendent Ben Jaszewski told the board the 2026 Capital Improvement Program included stair replacements at West Fish Lake Park and the Medicine Lake regional-trail connection. Five bids were opened and Urban Companies submitted the low bid of $473,037.22, which exceeded the engineer's estimate of about $300,000 and the CIP allocation of $340,000.
To keep the West Fish Lake stair replacement as the priority while staying within available funding, staff and consultant Stantec proposed Change Order No. 1 to remove the Medicine Lake stair replacement from the contract. The change order reduces the contract by $219,146.11, yielding a revised contract amount of $253,891.11. Board Member Ken Helvey moved to award the contract to Urban Companies LLC and the motion carried on a voice vote (six ayes); Board Member Andy Mielke's motion to approve Change Order No. 1 also passed with six ayes. Jaszewski said remaining Medicine Lake access repair work could be done by park maintenance until a long-term solution and funding are identified.
