During the special meeting the board voted to enter closed session, citing state law for personnel and legal consultation. A member moved that the board "move to close" pursuant to the Virginia Code language read into the record for discussion of the performance and discipline of public officers and for consultation with legal counsel regarding a specific legal matter and an administrative investigation involving the Board and Fire and EMS Services.
The motion to enter closed session was moved from the floor and seconded; the chair called the roll and the motion carried. After returning to open session, the board made, seconded and approved a motion to reconvene and certify that only the matters identified in the motion to go into closed session were discussed. The certification motion was announced as moved by Mister Cox and seconded by Mister Pew; the clerk recorded affirmative votes on the certification roll call.
