Central City CRA advisory board recommends Alta contract with 9‑month delivery target

The Central City Community Redevelopment Agency (CRA) Advisory Board voted unanimously to recommend the city commission approve a contract with Alta Planning & Design for a capital-improvement master plan and design scope, and asked that the project’s delivery be expedited to nine months after contract execution. A board member moved the recommendation at the meeting and the motion was seconded; the motion passed without opposition.

CRA staff described the procurement timeline: the solicitation closed with five proposals in April 2025, a selection committee ranked Alta highest, and procurement and city counsel negotiations extended into late 2025 before the contract moved toward execution. A CRA staff member told the board that Alta’s proposal included an estimated 13–15 month schedule but said the final schedule would be refined at a kickoff meeting after the contract is executed. “In that schedule, they’re letting us know how long it would take to finish and provide all the deliverables we’re asking for,” the staff member said during the presentation.

Board members and staff discussed whether the contract terms can be altered at this stage and how enforceable a firm timeline would be. A member noted the consultant could walk away if the board insists on a shorter schedule; staff responded that the agreement will specify task deliverables and a timeline to which the consultant will be held once the contract is executed. The recommendation the board approved asks the commission to place the Alta contract on its July 2 agenda and urges a 9‑month delivery timeline if possible. The advisory board recorded the motion and forwarded the recommendation to the city commission.
