Board approves series of ordinances on zoning, parks and contracts; resolution for park restroom cleared

Among the ordinances approved were Bill 26-59 (which becomes Ordinance 46-68), a special-use permit for Windwater Saint Louis MoCo for outdoor storage at 1230 Bowles Avenue; Bill 26-60 (Ordinance 46-69) granting a special-use permit to Aspen Dental Management to operate a medical/dental office at 695 Gravois Bluffs Boulevard; and Bill 26-61 (Ordinance 46-70), which amends zoning sections 400.030 and 420.010 to define "public park" and allow parks as a permitted use in the IP-1 Industrial Park district. The council also approved Bill 26-62 (Ordinance 46-71) amending chapter 220 related to public parks, Bill 26-63 (Ordinance 46-72) readopting city procedures to disclose potential conflicts of interest (codified as chapter 150), Bill 26-64 (Ordinance 46-73) authorizing supplemental agreement No. 14 with SC Engineering/Cochran for Fen Park Drive improvements, Bill 26-65 (Ordinance 46-74) amending terms with America’s Parking Remarking LLC for street striping services, and Bill 26-66 (Ordinance 46-75) authorizing a second amendment with Vesta Services LLC (formerly Aramark) to extend term and update rates.
Most bills were read by the city clerk, motions were made to waive the rules for second readings, and roll-call votes recorded unanimous or near-unanimous "Aye" responses as shown in the meeting record. Resolution 26-04, authorizing application to the Municipal Park Grant Program for a new restroom in Fenton City Park, was also approved (motion by Alderman Hills; second by Alderman Jokers).
