Rossell also presented equipment and maintenance needs, including replacement mowers, a Kubota RTV for field maintenance and the proposed renovation of Temple Park basketball courts. He told the board the department obtained a cooperative contract quote from Proseal for court resurfacing and said prior temporary crack repairs (~$8,000) were insufficient; the full cooperative quote is included in the packet and the department will circulate the price comparison to the board. He emphasized that many recreation program fees are subsidized and that tourism fund and facility rental revenues provide partial offsets to operations.
Board members asked whether contracting neighborhood park maintenance or partnering with non‑profits was feasible; Rossell said prior studies found contracting more costly and expressed concern about response time for athletic fields. The board requested additional revenue breakdowns and documentation on program fee comparisons with peer localities.
