Mister Dreisbach described the easement agreements as routine housekeeping items needed to secure property rights for the proposed Amtrak station and phases 5 and 6 of the Oxford Area Trail System; the council adopted each ordinance. On the appropriation ordinance for real property interests owned by Ledger LLC, staff said the property owners had been apprised and that mediation is a required step if the city proceeds with appropriation. A council member noted the owners have hired counsel (Richard Glaser) and staff said the city will continue to work with owners before any eminent‑domain steps are taken.
The council also approved a separate easement with the Tallawanda Local School District for land necessary for the proposed passenger rail platform and voted to codify two trail easements for phases 5 and 6. All associated ordinances passed on roll calls recorded at the meeting.
