Nancy said such appointments are reasonable to manage staff capacity, while some commissioners cautioned that walk-ins cannot be entirely prohibited. The board agreed to draft an updated policy and vote on the change at a subsequent meeting.
The discussions also touched on the administrator's role in routing matters that require commission action and the need to clarify which issues should be scheduled for formal meetings versus handled by staff.
