Chair presented three options for handling the purchase and grant reimbursement of a new Western Star truck tied to a Clean Fleet grant totaling $239,992: pay the truck in full by the Sept. 30 deadline and submit receipts then; submit receipts early to request up to 80% advances during the year; or pay off earlier with potentially higher financing costs.
The chair explained the district has already put down $70,000 from the capital reserve and that the amortized purchase-price payoff option near the deadline would leave an expected final grant payout of roughly $151,946 once the truck is paid off. Commissioners discussed trade-offs between interest saved by paying off early and preserving short-term cash flow. "I think the only benefit of paying it off early is we would save some on the interest," the chair said, noting cash-flow calculations are required before choosing a path.
Commissioners asked staff for a cash-flow projection that incorporates the expected midyear tax payment from the town and upcoming bond and insurance obligations. They paused on any definitive decision pending that analysis and confirmed they have voter authority to finance up to $310,000 with $70,000 capital reserve applied to the purchase.
