DPW warns truck repairs and FEMA deadlines constrain ditching work

During the Village District of Idyllois meeting on July 22, DPW lead Jeff reported continuing mechanical problems with a 2018 Ram truck that returned from repair "and the problem hadn't been solved," saying, "we had to bring it back. Still had no power" and crews are investigating turbo and air-intake issues.

Jeff outlined ongoing ditching and culvert work across Portage Shore, Middle Shore and Upper Lakeview and said the culvert installation "went in smooth" and should improve drainage. Commissioners reviewed FEMA-related cash flow: Mark said the district's reimbursable award for the 2023 ditching work is $271,000 and that about $155,000 has been spent so far. "We have outstanding invoices to pay," one commissioner warned as the board evaluated how close they are to both an August 31 reimbursement deadline and the program cap.

Commissioners discussed trade-offs between finishing more work now versus preserving funds for required documentation and reimbursements. Chair noted the district is "within a 100,000 of the maximum on the budget" and that contractors had proposed informal financing arrangements that would require careful consideration. The board agreed to continue prioritizing FEMA-eligible ditching while tracking cash flow closely and assembling the reimbursement paperwork ahead of the August deadline.

The board also discussed disposal or scrapping options for the old trucks, with offers ranging from roughly $1,490 to $2,700 depending on location and whether the buyer handles decommissioning; Jeff emphasized the need for photo and video records before any decommissioning.
