Deputy warden reports inmate counts, staffing and two June incidents

Deputy Warden Colleen Horsell, filling in for the warden, gave the jail's operational update and described two incidents in June 2026.

Horsell said May's population was 619 inmates, of whom 449 were Lackawanna County inmates; she reported averages of 548 adult males, one juvenile male and 68 adult females. She said U.S. Marshal detainees averaged 148 and there were 22 out-of-county detainees. On staffing she reported "169 full time staff, 4 out on workers' comp, 0 on continuous FMLA, and 83 on intermittent FMLA," and added, "So that gives us 182 full time officers."

Horsell recounted two extraordinary occurrences in June: on June 4 staff used a pepper-ball launcher to extract an inmate who "physically resisted and bit 2 officers during the event," and on June 20 a newly committed inmate refused to put on a prison uniform, became aggressive and was placed in the emergency restraint chair. The deputy warden also notified the board of one pre-investigation during June that was deemed unfounded.
