"Portsmouth will foster a resilient, secure, and future ready communications infrastructure network that provides reliable connectivity for residents, businesses, institutions, and visitors, supports economic development and innovation, enhances public safety and municipal services, and is thoughtfully integrated with the city's physical, environmental, and historic resources," the staff liaison read aloud as a starting point for the commission. Members debated wording — including whether to emphasize "access" for older residents and how to avoid promising municipal funding — and suggested the commission could champion dig-once conduit policies, push for fiber deployment in city construction projects, address cellular dead zones, and consider 5G aesthetics guidelines.
Members generally agreed the draft should be concise, broad enough to support future initiatives, and submitted to the master-plan consultant as committee input.
