Staff said the letter was drafted following direction given in executive session on July 14, 2026.
Directors requested edits: Director Savas asked to change a deadline reference from “September 1” to simply “September 2026,” and legal counsel and staff flagged a line that should reference amending the 2025 system plan rather than 2026. Directors debated whether the district advisory committee (DAC) was being asked to review final intergovernmental agreements; staff clarified the DAC’s role was to advise on principles and options rather than review IGAs line-by-line. Several directors expressed frustration about perceived public characterization of the district’s negotiation process.
The board approved the letter as amended on a 5-0 vote and directed staff to post and send the letter with all five directors’ signatures; staff will implement the editorial changes discussed at the meeting prior to sending.
