Board adopts ordinance moving personnel rules into employee policies and declares emergency

Assistant County Counsel Kristen Rice presented the second reading of Ordinance 08-2026, explaining the board previously approved moving long sections of personnel policy from ordinance into Employment Policy and Practices (EPPs) to allow housekeeping changes as laws evolve. Rice said the EPPs (70 and 71) were approved by the administrator on March 10, 2026 and that retaining language in both the ordinance and EPPs would create conflict.
Commissioners asked about the emergency declaration; Rice explained that without declaring an emergency the ordinance would take 90 days to take effect, during which the county would have conflicting policy language in place. After a brief public-hearing period with no speakers, Commissioner West moved to read by title only, and the board then moved to approve the ordinance; the clerk called a roll and the ordinance passed 5-0.
The ordinance shifts classification administration and compensation administration to the county’s EPPs to improve administrative flexibility when laws and practices change. The board recorded no fiscal impact to county general funds for this action.
