Finance presenter outlines FY27 budget, warns cash transfers from FY26 still being reconciled

A finance presenter told the Park County Commission on July 16 that staff have compiled most department expenditure plans for FY27 but remain reconciling cash transfers from FY26.
"We are still figuring out what's going on with cash," the presenter said, adding that until those FY26 transfers and late payments are posted the county cannot finalize the amount available to move into FY27. The presenter said staff are using an assumption that combined tax and non-tax revenues will be about 5% higher than last year while awaiting official taxable values from the Department of Revenue, expected in the first week of August.
The presenter described efforts to meet with department heads and finish outstanding transfers, thanked staff who helped reconcile accounts and said that some department revenues (notably the health department) may bring additional dollars into the general fund. The presenter also noted that the current exercise is intended to produce three figures for commissioners: expected FY26 expenditures, projected FY27 revenues, and current cash on hand to show available balances for decisions such as wage increases.
Next steps include completing the Department of Revenue releases and final cash reconciliations; the presenter asked commissioners to await those numbers before finalizing wage- and operational-increase decisions.
