District staff and counsel briefed the River Ridge CDD Board on new statutory requirements under Florida House Bill 7013 on Aug. 27 and the board approved a Goals and Objectives report and performance measures for Fiscal Year 2025.
Cleo Adams and District Counsel Tony Pires summarized that HB7013 requires special districts to establish and report annual goals, objectives, and performance measures and standards to assess achievement. Staff proposed general performance measures centered on Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability. The board unanimously approved the proposed Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form on a motion by Mr. Blumenthal and seconded by Mr. Twombly.
The initial report is due Dec. 1, 2025 and must be posted on the district website; staff added the task to the Key Activity Dates list. District Management and District Counsel will collaborate on the final report and its public posting to meet the statutory deadline.
