CDD considers storm surge resilience plan after modeling shows large potential flooding

Eric Long told the board that Pelican Sound is developing a multi-year action plan to build resilience to storms and climate impacts, and proposed forming an advisory/review panel to guide planning. Long described coordination needs across state, county and village agencies and asked the CDD to designate a board representative and staff or engineering representative to help coordinate those efforts when funding and projects align.
Long discussed a hypothetical topographic analysis (using a scenario modeled after "Hurricane Milton") that showed a 10- to 12-foot storm surge as having the potential to flood about 45% to 55% of the community. He said some short-term measures (such as panels) may be inadequate and that addressing resilience could take a decade and require multi-agency partnerships. The board reached consensus for Mr. Long and Mr. Merrill to assist and authorized Mr. Krebs to provide support as necessary.
Next steps: staff to develop the advisory panel framework and report back with coordination options and recommended board/staff liaisons; no binding funding vote was taken at the meeting.
