Resident reports water intrusion under slab, seeks drainage fixes from CDD and HOA

Lynda Sorensen addressed the River Ridge Community Development District during public comment to report water intrusion beneath her home's slab that has caused buckling of master bedroom wood flooring and moisture and mold under the floor. Inspections, she said, found no plumbing or HVAC leak; a floor warranty issue was identified and a leak-detection specialist recorded very high moisture levels in the floor and concrete slab.
Sorensen described increased rainfall and ponded water behind her unit at 27123 Sound Way, noting underground downspouts were submerged. A foundation specialist added sealant and recommended installing perimeter drain tiles and downspout extensions of 5 to 10 feet to move runoff away from the building. Sorensen said she sought help from both the CDD and the HOA and that she had already raised the matter with HOA representatives and a homeowner, Rich Batterbury.
Board members and staff discussed potential sources of the water and existing drainage plans. Charlie Krebs (District Engineer) noted the area was originally an indigenous preserve and, after rezoning, became Club land outside the CDD stormwater system. Chair Bob Schultz reiterated the board's view that drain tiles are generally an HOA responsibility, while the CDD may be able to address ponding in the public lake/pond system. Mr. Shane Willis (Operations Manager) asked whether the source of the water had been determined; Sorensen said no definitive cause was found and excessive soil moisture is a possible factor.
Next steps: staff and the HOA were urged to coordinate on drainage options; Sorensen asked that the CDD and HOA look for innovative ways to assist homeowners. No formal board action was taken during the meeting.
