Selectboard rules proposed Windham Windsor Housing Trust mural is not a sign under the town ordinance

Lisa Kuneman of the Windham Windsor Housing Trust introduced a proposed mural for the north side of the Trust’s residential development on Alice Holway Drive facing Carol Brown Way, saying it honors the late Carol Brown’s floral textile art and exceeds size limits under the 1997 sign ordinance. Kuneman argued the piece is art, not a sign. The Town Manager noted ambiguity in the sign ordinance and the Selectboard concluded the mural should not be treated as a sign for ordinance purposes.
The board added the sign ordinance to a list of ordinances needing review. The decision permits the Trust to proceed with the mural as presented; the board did not record a formal vote beyond concluding it was not a sign.
