Staff presented a revised conditional-use permit (CUP) application and asked commissioners for input on new informational items intended to help the commission evaluate proposals. "The 1st one that we have would be to require the applicants to provide a drainage plan or a written description of how stormwater and site drainage will be managed," the staff member said, noting applicants could explain why the requirement is not applicable in some cases.
Staff emphasized the additions on page 13 would not be review criteria for approval or denial but would provide supplemental information to assist commissioners in understanding potential impacts. Commissioners generally supported adding questions about how a proposed development would address "noise, dust, odors, and other potential nuisances" and how projects will address accessibility obligations under the Americans with Disabilities Act. Commissioner (S3) suggested adding a simple yes/no checklist to help applicants identify other agencies and permits they may need to contact.
Staff said the proposed items are draft language and that the city attorney will review any code changes before final adoption; staff will return with updated wording and a clean packet after the commission's feedback.
