Urban said consultants have been finalizing site‑plan concepts and cost estimates and that the July 28 workshop will share renderings and proposed scopes. He told council the next step would be a request for consensus at a tentative August 18 meeting to move into a design‑build request for proposals.
Addressing a council question on timing, Urban said the current work narrowed required square footage and adjacencies but that "the final design, the site location, none of that is really started" and that a design‑build process typically takes about 18 months to complete final design and about 18 months for construction — "so, I mean, we're looking at a 3 year project to get this done." He emphasized the design process will include a "robust public involvement process" and additional workshops for public input before final decisions are made.
