Boulder expands its affordable homeownership model regionally through IGA and common application

The program is governed by an intergovernmental agreement (IGA) that currently includes the city of Boulder, Lafayette, Erie, Louisville, Superior and the Boulder County Housing Authority; initial staffing and data‑collection support came via county funds, including ARPA dollars.
Holly said the model relies on a common application and centralized compliance work: applicants are prequalified and trained, staff verify income eligibility, and jurisdictions retain local preferences (for example, preference for residents or employees of the jurisdiction and for applicants who have been in the program longer than one year). If multiple qualified applicants apply for a specific unit, the program combines preference tiers with a randomization process to select the purchaser.
