Council moves smoking-and-vaping ordinance on first reading, sets Oct. 1, 2026 effective date

On first reading the council approved Ordinance 26-05, which would amend Chapter 10 of the city code to add definitions for electronic smoking devices and vaping and to clarify that the public-place smoking prohibition applies to vape devices.
City attorney Harris said the ordinance mirrors an existing smoking-prohibition ordinance that has been in place for nearly 20 years and that this measure simply adds definitions for new devices. The ordinance was sponsored by Councilor Schmidt and Councilor Welling; the sponsor proposed an effective date of Oct. 1, 2026 to allow time for public notice and education.
During public comment Kathy Cook (speaker 5) thanked the council and said the measure would help her asthma. The council approved the ordinance on first reading and will consider second reading in a subsequent meeting.
