Councilmember Chris Deloach moved to approve the first reading; Ricky Pastor seconded. The vote was recorded as "Ayes: All."
The first reading is procedural and sets the budget to move forward for additional checks noted by council; no final adoption or tax-rate change occurred in this action. City Attorney Kirk Vandivort said no additional property-tax documentation was needed because the tax rate is not changing; that advice applied across budget materials. Staff will return corrected figures for second reading and final adoption at a later scheduled meeting.
