Developer seeks parking waiver for 33-unit Bear River conversion; council grants 19.7% reduction

Developer Jeff Mansell asked the council to defer construction of some off-street parking for Boardwalk Industries’ conversion at 230 Bear River Drive, proposing an average parking ratio of about 1.65 stalls per unit rather than two stalls per unit for 33 units because 31 of the 33 units will be studios.
Mansell said his experience converting the Kodiak property showed many stalls remain unused and estimated a typical vacancy of 30–35% for stalls. Planning commission approved the conditional use permit and recommended the parking reduction come before the council; staff noted the municipal code allows up to a 20% waiver and that this request arrived at 19.7%. Councilors asked about infrastructure or public-safety impacts; staff said no formal impact study had been done but did not anticipate water or sewer capacity problems for this conversion.
After discussion, the council approved Resolution 26-29 granting the parking deferral as introduced.
