The Evanston City Council approved Resolution 26-27 on introduction to authorize execution of a contract with the Wyoming Office of the Attorney General to assign an Evanston Police Department officer to the High Intensity Drug Trafficking Area (HIDTA) program.
During the presentation, the police chief (Chief) described the agreement as “a reoccurring contract. It’s for $90,571,” and said the arrangement has existed “since the 1990s.” Councilor Hagerman asked whether the contract’s January 1 start date would be a legal problem since the paperwork was received months later. The chief and the city attorney (Harris) said retroactive contracts and retroactive payments have been handled in the past and that the city has received payments for prior years.
Councilors voted in favor of introducing and approving the resolution after the legal clarification. The contract is intended to offset the city’s cost of keeping an officer assigned to the Wyoming Division of Criminal Investigation to focus on regional drug-trafficking investigations; the chief said the funding is a pass-through from HIDTA.
Next steps: the resolution was approved on introduction and will be implemented according to the contract terms.
