The council approved a time-and-materials professional-services contract with SCS Engineers for construction quality assurance at the Nacogdoches landfill (Block O, Cells 3 and 4) in the amount of $360,818. Jason Vickery (speaker 11) said SCS has provided landfill engineering services to the city since about 2008 and will provide daily inspections, lab testing, TCQ reporting and construction-phase engineering to ensure the contractor installs the liner system per design.
Vickery told council these services are necessary to certify daily work and maintain compliance with regulatory requirements; because construction timelines can vary, the contract is structured as time-and-materials under an approved rate schedule. Council approved the contract unanimously.
