Public raises EMA funding and data-centers concerns; commissioners say they will study the issues

During public comment, Marcela Kim urged commissioners to secure funding help from Scottsburg and Austin for the EMA and asked the board to consider measures to protect the community from potential impacts of proposed data centers.
Kim said the EMA funding issue has persisted for years and called for a clearer process to secure contributions from municipalities that benefit from shared services. On data centers, she raised concerns about water use, energy demand, noise and soil impacts related to solar arrays and generator operations. “If we don't have anything to back it, we don't have the water resources here to do something like that,” one commissioner responded, noting that Madison benefits from a river supply and saying the county is still gathering information.
Commissioners said the planning and zoning process is the appropriate forum for business proposals and that the area-plan/zone-board will vet any data‑center proposals; they also said they would look into options and noted that a moratorium would be an uncommon and legally sensitive tool. The board invited the public to provide input while staff and planning officials gather more information to guide a recommendation.
