Council approves multi-year building services contract with Shums Coda Associates

The Midvale City Council on April 1 unanimously approved Resolution No. 2025‑R‑14 authorizing Mayor Dustin Gettel to sign a contract with Shums Coda Associates to provide building services, including plans examination and inspections, through April 27, 2028.
Community Development Director Adam Olsen told the Council the City has hired a Building Official (who began March 24, 2025) and is recruiting a plans examiner/inspector but still needs an outside firm to cover workload as the in‑house team is stood up. "We will continue to contract for inspections and plans review when necessary as we transition those services back in‑house," Olsen said. The agreement includes options to renew for up to three additional two‑year terms and, because the total exceeds $100,000 over the contract life, required Council approval.
Council Member Heidi Robinson moved approval; the motion was seconded by Council Member Bonnie Billings and passed on a roll call vote with Council Members Billings, Glover, Robinson, Brown and Mikolash voting Aye. The contract was described in the staff presentation as a standard professional services arrangement; specific annual dollar amounts were not read into the record and are in the contract documents on file with Community Development.
The City will continue recruiting a full plans examiner/building inspector to reduce reliance on outside firms. The Council did not request additional changes to the scope during the meeting and asked staff to report back as hiring progresses.
