Brian Saran said TCEQ received a petition for rulemaking from Oberon Fuels, Inc. on 01/12/2026 requesting an amendment to 30 TAC Chapter 321 to allow disposal of animal mortalities in any liquid-manure or processed-wastewater system approved by the executive director. He said the petition was presented to the commissioners at their March 11 agenda meeting, where they decided to grant the petition to initiate rulemaking.
Saran said the Water Quality Division is developing a schedule for the rulemaking and anticipates a proposal date of 11/18/2026. No adoption occurred at the work group meeting; staff described the planned timeline for the rulemaking process.
