TCEQ proposes amendments to Pesticides General Permit to align with EPA requirements

Brian Saran, Land Application Team Leader, told the advisory work group that TCEQ proposes to renew and amend the Pesticides General Permit (PGP TXG-8700000) to align with EPA's NPDES Pesticides General Permit. He said proposed changes would require Level 1A operators to document a visual evaluation, conduct additional monitoring of the treatment area, retain pre- and post-application records of the visual evaluation, and sign the pesticide discharge management plan per 30 TAC 305.44.
Saran said TCEQ published notice of the draft PGP on 01/23/2026 and held public meetings on 02/23/2026 and 03/17/2026; comments were received from five entities and staff will include an official response to comments in the agenda backup ahead of a scheduled Commission agenda item on 08/12/2026.
