Shannon Gibson told the work group that TCEQ is proposing to renew the concrete-batch general permit (TXG-11), which authorizes discharges from ready-mix concrete production and associated facilities. She said EPA reviewed the draft package and provided an approval letter on 01/09/2026 and that notice and a hybrid public meeting were held; a response-to-comments document has been prepared.
Gibson said the renewal will replace the current permit when it expires on 11/07/2026 and is currently scheduled for adoption on the commissioners' agenda on 09/23/2026, with backup documents to be posted as part of the agenda packet prior to that meeting.
