TCEQ says Multi-Sector General Permit renewal will be considered by commissioners; authorizations effective Aug. 14, 2026

Jesse Gresalemia, a TCEQ Stormwater permit writer, told the advisory work group that the 2026 Multi-Sector General Permit (MSGP) renewal is in the final adoption phase and is scheduled for consideration at the commissioners' meeting on 2026-07-15 as item 5. He said the proposed MSGP was filed for EPA review and received EPA's letter in 2025, public notice and meetings occurred, and staff prepared a response-to-comments document in support of adoption.
Gresalemia said the adopted 2026 MSGP will be effective on 08/14/2026; that date will begin a 90-day renewal/transition window through 11/12/2026 during which existing permittees must submit a renewal application (r-NOI or r-NEC as applicable) or allow authorizations to expire. He also noted that all active MSGP authorizations on 09/01/2026 will be assessed the annual water-quality fee of $200 unless a permittee submits a notice of termination.
A hybrid/in-person commissioners' agenda presentation is planned at TCEQ headquarters and a virtual broadcast will be available on TCEQ's YouTube channel; Gresalemia said backup documents (fact sheet, response to comments) will be posted with the commissioner's agenda.
