County assessor explains growth and taxable-value timing to board

During the public hearing on the budget, Morgan County Assessor Janelle Walker addressed the board and explained how large developments affect local taxable value and tax shifts.
"For 2026, our total taxable value will be about, dollars 3,450,000,000," Walker said, and she noted the county placed market values on major improvements in Wasatch Peaks Ranch in 2025 and that some valuations remain subject to appeal. Walker urged continued public education about how Utah’s taxing system works and said county staff are working to manage the valuation and appeal process.
Walker emphasized that new large developments change the distribution of taxes across parcels and that the effects may be gradual as projects move through the three-year improvement valuation and appeal process.
