The Mount Pleasant Plan Commission voted unanimously to approve Certified Survey Map CSM 26-05, which divides the existing 1.971-acre multifamily property at 5940 16th Street into two lots so the newly created Lot 2 can be developed in the future.
Robin, planning staff, said Lot 1 will contain the existing apartment building and accessory garages while Lot 2 would sit along South Emerson Road and is buildable under RH (high-density residential) zoning. "This proposed CSM does not approve any new construction of any new building on that property, which would be subject to village staff review," Robin said. Staff noted RH zoning requires a minimum of 12 units per acre, the existing site already has 24 units, and a new 12-unit structure on Lot 2 could add assessed value based on conservative internal estimates.
Commissioners raised questions about lot lines that run through existing buildings and whether lenders must sign the CSM; staff said party-wall or title agreements appear to be on record and that any lender/title issues are the developer's responsibility to resolve prior to closing or development. After discussion, the commission approved the CSM by voice vote. Staff emphasized that future construction will require separate village review and approvals.
