Committee sends large governance package to first reading; will develop separate alcohol rental language

The policy subcommittee presented a bundle of governance policies for 1st reading, noting many were minor editorial updates and redlines are posted for public review. The committee agreed to the list for 1st reading and recorded roll-call approval to send the package out for public comment.
Committee members flagged the artificial-intelligence policy for a deeper public discussion at a later meeting. Kim Craven proposed draft language to permit alcohol service at approved nonprofit events (with insurance, trained servers, and local licensing as conditions) and urged the policy subcommittee to develop a stand-alone KF subpolicy on alcohol and facilities rentals rather than folding the change into the fee schedule. "Alcohol beverages may be served at events conducted by approved nonprofit organizations in accordance with all applicable Massachusetts laws... Any required 1 day liquor licenses, permits, insurance, or approvals must be obtained by the renting organization prior to the event," Craven summarized from her draft.
The committee voted to adopt the facility use rental and personnel fee schedule (KFE-1) so rentals can proceed this fall, and asked the subcommittee to draft final alcohol-policy language for legal review and public comment. Members asked staff to supply comparative data from other districts about rental revenue and the effect of allowing alcohol at select adult events before the next policy meeting.
