City staff presented a proposal to rename the city's scholarship program the Silvestrini Scholars and to authorize up to $8,000 in annual awards to graduating seniors from four local high schools (Cottonwood, Olympus, Skyline and the International Charter School).
Mike Winder and Lisa Dudley explained the program's history — begun at Olympus High School with Holladay's prior contribution — and said the city expanded the awards to be citywide. Dudley noted the statutory requirement that public funds awarded to private individuals be approved in a public hearing.
The council opened and closed the public hearing with no comments and then approved Ordinance 26‑11. Staff said the application period will open soon with a closing date of April 10 for graduating seniors to apply through the city's Promise Program.
Council members framed the renaming as a way to honor the former mayor's support for the Promise Program and to continue a locally run scholarship tradition.
