Council unanimously approves third FY2025‑26 budget amendment to cover flood repairs, revenue updates

Finance Director Lisa Dudley presented the city’s third amendment to the FY2025‑2026 budget, updating revenue projections after three quarters of the year and reallocating funds to reflect insurance recoveries and first-year tax receipts.
Dudley told the council that updated revenues included transit tax collections and municipal telecom license fees, and that an insurance payment for flood damage allowed a $200,000 increase in the Facilities department budget for building and grounds repair. She said intra-department reallocations netted to zero and that use of fund balance was the balancing figure to match expenditures.
The council opened and closed the required public hearing with no speakers and then voted to approve Ordinance 26‑13. The Recorder called the roll: Council Members Catten, DeSirant, Handy, Uipi and Mayor Jackson voted yes and the motion passed unanimously.
The ordinance includes adjustments across several city funds, including Millcreek Center CRA bond-related items, West Millcreek CRA interest earnings, and the newly activated MedTech CRA’s first tax-increment payments, with a portion restricted to a special housing fund.
