Board recommends Huerta Dog Kennel interim use permit with one-year review after neighbor objections

Residents and the applicant debated animal-control and nuisance concerns during the Huerta Dog Kennel interim use permit (IUP) discussion. The minutes record two written communications opposing the permit; one nearby landowner said he owned the land directly east and had no problem, while others raised concerns about dogs getting loose and making noise at night. Supervisor Nelson told the board the township had spent more than $1,000 and considerable staff time responding to complaints tied to the property.

The petitioner told the board they "needed two different types of dogs: one to protect several different flocks, and a second breed to herd," and said two of four dogs were still young and learning. Commissioners weighed enforcement history and neighbor impacts before recommending approval of the IUP as written with a one-year review. Commissioner Hall moved and Supervisor Geyen seconded the recommendation; the motion carried 6-2-1. The recommendation will be forwarded to Wright County, which will issue the final permit and monitor compliance during the one-year review period.

The board’s action includes an expectation that county staff will track complaint history and that the parcel will be revisited after one year to evaluate whether additional restrictions or enforcement actions are needed.
