Carlin council approves minutes and expenditures; public raises property code and community events

Cameron Kinney asked for an update on a proposed "no left turn" sign at the B Street railroad crossing; City Manager Richard Braithwaite said Union Pacific Railroad was still compiling documentation and a planned August meeting was rescheduled to September. Denise Taylor moved to approve the May 28, 2025 minutes and the motion passed unanimously.
The council reviewed expenditures between July 10 and July 23, 2025. Denise Taylor questioned an invoice from Siddons Martin Emergency Account dated Jan. 9, 2025; Danyelle Keller explained the charge was a freight fee for the fire department that had been omitted from the original purchase order. Cameron Kinney asked about an Empire Southwest LLC charge that Maryann Storey said appeared to be a refund. The council approved the expenditures unanimously.
During public comment, Robert Loveridge raised ongoing code violations at 1224 Hamilton Street. Police Chief Kevin McKinney said the city had sent the property owner a formal letter under a Senate bill giving 30 days to comply before the matter would be forwarded to the city attorney. Ellen Meshefski introduced herself as Wells Rural Electric Company's public-relations representative, praised the new splash pad, announced the Boys and Girls Club opening on Aug. 18 and listed upcoming community events.
