Carlin to be debt-free after final USDA mortgage payment; council approves 2025 Annual Report and 5-Year CIP

City Manager Richard Braithwaite reported the City of Carlin's only remaining debt is an $88,759 USDA mortgage on the senior center and that payment was scheduled for July 28, 2025. Braithwaite said once that obligation is paid in full the city would be debt-free.
Braithwaite also said the 5-Year Capital Improvement Plan had been updated to align with the council's priorities and recent study adjustments and that those modifications had been incorporated into the budget. Denise Taylor moved to approve the Annual Indebtedness Report, the 5-Year CIP, the Debt Management Policy, and information on the Chief Financial Officer; Cameron Kinney seconded and the motion passed unanimously.
Council recorded the payment schedule and approved the updated CIP; no supplemental appropriations or new debt were authorized at the meeting.
